Are my images re-compressed?

JPEG and PNG files are embedded exactly as they are. WebP, GIF and BMP are converted to JPEG at high quality, because PDF cannot store those formats.

Can I add HEIC photos from an iPhone?

Not yet — browsers cannot decode HEIC. Export as JPEG on the phone, or set the camera to 'Most Compatible'.
